UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling playing fields and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently also found local finances being strained by the growing number of young people and older individuals requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data underscores the scale of challenges facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
